Much has been said about the government's effort geared toward development. However, there is still a lot to be done to solve the poverty problem especially in rural areas. Development is here refered to 'growth plus change'. Generally it is used here to include increase in national income and improvement in standard of living. It also includes use of new technology, skill and new capacities in thinking, perceiving, working and reformation in socio-economic structure, instituting, institution, etc.. It is the main objective of development to reduce and eventually eliminate poverty which is efanded as the main hindrance to development. The present economic-activities, through labour intensive is of why low retum nature. The relationship between this low income and physical deghadration sustain the cycle of poverty in the area. A solution based on change in economic activities of the population is suggested. This change is assumed to enable an increase in income thus will be able to raise the standard of living. This is hope to be able to trigger greater sophistication in life and improvements of physical and living environment.
