Abstract:
The major purpose of this study was two (2) folds. First, was to assess the present traffic conditions, the current level of service, the patterns and the levels of congestion occurring everyday on the existing Senai-Johor Bahru Toll Highway. Secondly, was to analyse the impact of such congestion on commuting travel times using private cars for journeys to work and going home travelling on the highway chosen as the study area. It was necessary to assess the present traffic conditions which lead to such congestion that occur everyday, thus causing a great deal of man-hour losses to the commuters and to the community in general. The impact of such congestion on the commuting travel times were measured un terms of time losses and man-hour losses which were subsequently quantified in monetary values based on the values of working time. In the valuation of time, the empirical estimates established by the Department of transport U.K was adopted in the study. The study carried out involved direct field measurements of commuting travel times using car registration number plate matching methods and the toll card techniques. The data on the travel time for journeys made within the study area outside the normal peak hour period were collected. The average difference in the travel times were treated as the average time lost which were subsequently analyzed in terms of the man-hour losses expressed in monetary values. On the whole, the study yielded evidences collected from the field data show that the present hisghway is now operating under highly oversaturated conditions especially during the peak hour periods, both in the morning and the evening. The resultant congestion that occur on the highway is causing man-hour losses amounting to loss of million of ringgits every year. The results obtained from the authorities to alleviate the congestion problems rurgently. the remedial actions requiered may be in the form of adding new capacity to the present highway or to apply system management, or both. Looking at the great potential of economic growth of Johor Bahru by the new century, a concrete and comprehensive road development programmes should now be formulated by the relevant authorities to rectify the present traffic situation in the city expecially on the arterial routes leading to the city centre such as the Senai-Johor Bahru Toll Highway itself.
