This is a clearly written, practical book on how any organization can improve productivity. Belcher is a productivity consultant and former vice president of the American Productivity Center. He explains how to measure the productivity of organizations, functions, and individuals, and how to implement a productivity program in both private and public organizations. Belcher's method is a strategic, long-term, ongoing process, which becomes a part of the organization's culture rather than a ``quick-fix program.'' It requires the commitment and involvement of top, middle, and first-line management to be effective. Belcher's system requires teamwork, employee involvement in decision making and problem solving, and cross training of team members. This productivity system must be integrated with other management systems used in an organization, such as an appropriate reward system for the entire work force, an all-salaried work force, pay for acquiring new skills, and gain-sharing (where businesses share gains in productivity with the employees). Several gain-sharing plans are explained. The author provides many examples from both the private and public sectors. Academic, public, and professional library collections.-D.W.
