Abstract:
This thesis is concerened primarily with urban landuse and particularly with landuse changes whereby urban areas grow and expand. For this purpose, t is found necesary to consider a number of closely related matters, among them the environment of teh area of study namely Kampong Baru, population growth, employment, housing needs, work force, and the land market. These matters have been included to the extent that they are relevant to the central theme of landuse change. Extensive study and analysis is given to the processes whereby a combination of persons arrives at a decision and is able to implement that decision. Lansduse is emphasised here as urban land is valuation and scarce. In Chapter 3 it lists out various re-developent proposals based on the participation of the local people. It further discusses the possibilities for partnership arrangements to achieve the objectives and proposals of theredevelopment scheme. Chapter 4 indicates the strategy for implementing the various elements in the redevelopment proposals, taking into account the existing landuses and the changes; the time needed; local participation; relocation of both the people and the business premises; road circulation; finance; the present administrative body; and the legal limitations. Legal limitation is teh crux of the problem, as the redevelpoment scheme encompasses a very extensive area with numerous ownerships and more importantly it is a Reservation. This thesis concludes with the benefits which will be reaped when the redevelopment proposals are fully implemented, apart from fulfilling the objectives of the Third Malaysia Plan. The redevelopment of Kampong Baru is essentially a matter for cooperation between the local authorities concerned and private enterprise. private initiative must ber harnesses to the planned redevelopment schemes, and should not be allowed to dicatate it.
