Compiled under the aegis of the American Planning Association, this volume is concerned with planning approaches that ameliorate the problems caused by rapid urbanization in Third World countries. The essays of the 21 contributors, all leading academic researchers or practitioners, are organized into six sections that treat housing policy, infrastructure finance, small towns in the development process, consultant case studies, local-community initiatives, and the future of international planning. The editor assembles a valuable collection of new ideas, and should prove to be an important sourcebook for individuals and agencies involved in the urban development assistance effort. This is a major contribution to both theoretical and applied urban studies, and belongs in every university library. The bibliographies are current and wide-ranging. Tables, maps, and diagrams are used effectively throughout. Upper-division undergraduates and above. -P. O. Muller, University of Miami
