Abstract:
Development has always been associated with the efford on the part of teh overnment in trying to uplift the standard of living of the poplation. Lately the overiding objectives has been the closing of teh economic gap between the various sectors of the population. However, there ia still a lot to be done to correct the ratio of the instances success and filures in Sarawak. In fact there are cases whereby the so-called development projects resulted in the widening of the gap between the already economically established few and poor majority. Various factors contributed to these failures. These factors are encased in the very foundation of teh development planning institution itself. The environment conducive for perpetuating self-generating development had bot been achieved. The blame cab be put squarly on both the filure fotof teh government to map out correct and effective strategies and the resistence of the recepients hardened by culturak complexes. The obvious problem was found in the steadying trend toward primacy of the largest conetres and the corresponding stagnation of the secondary centres. This led to problems of domination of parts of the State by teh more prosperous one. A solution based ont eh overhaul of the existing development planning framework is suggested. The new framework that will not only accomodate flexibility of decision but mustalso ensure an integrated and co-ordinated overall result is realized. The rural relationship must be looked at in the perspective of interacting parts of a dynamic regional system.therefore, while urban areas of urban nuclei are expectd to spark growth in the respective regional system, the rural areas of the system is being made fully prepared to reciprocate accordingly, so that the growth will be sustained and increased.
