The objective of this project is to develop a manpower planning model at organsational level in Jabatan Hasil Dalam Negeri Malaysia (JHDN). The emphasis is on the technical staff requirement of the Assesment Branch. At present, JHDN does not have a model to plan for its manpower neweeds. Planning is on yearly basis using "Workload Approach" technique where productivity index is used. The proposed model adopts three forecasting techniques, namely Workload Approach, Linear Regression and Markov Chain Theory. The model focuses on improving the productivity level of assessing groups to reduce yearly workload arrears (backlog) and thus increasing the government revenue. The workload approach looks at the total workload that needs to be completed. Using the Linear Regression, the correlation Coefficient, and Hypotesis Testing indicate the extend of change the dependent variable (workload). Markov Chain Theory emphasis the staff mobility among different categories resulting from promotion, resignation and transfers. The transition matrix developed indicates the staff composition in a particular year. The main limitation of the model is in the availability of historical data. In the study, the data used is for the years 1976 - 1984. The model, therfore cannot give a complete output on categories of assessors, types of cases and other factors which delay the assessment process. To make the model more effective, it is proposed that the model be completed to incorporate Labour Turnover and cohort Analysis techniques which take into account of staff movement and resignation. Other data are also required to forecast future increase in the number of taxpayers.
