Abstract:
In most of our towns and cities, land development within the city limits are either; (i) infill developments; (ii) urban renewal. Within the existing town centres, urban renewal has become the most common featurei in developments. The term "urban renewal" conjures up different images to different people. To some, urban renewal means new complexes of office towers and commercial buildings and luxury apartment houses and the eradiction of unsightly urban decay. To others, urban renewal is simply a rather effective and innocuous instrument that has accomplished the modernization of any number of small city downtowns. The terms "urban renewal" or "urban redevelopment" (as it is also known) imply public or private sector intervention in the development process; renewal of a city continuously takes place with or without such intervention. The public sector urban renewal projects in Kuala Lumpur have traditionally been undertaken by the Urban Development Authority (UDA) which have been empowered under the UDA Act. The large parcels such in Daya Bumi, Pudu Raya have been developed on land through this urban renewal programmes. Recently UDA attempted the urban renewal of Chinatown which include the old shophouse in Petaling Street and the Police Depot. However after some preliminary negotiation with the land owners, the project was abandoned. And now their interest is being focused to this Chow Kit precinct. "Chow Kit" a name well known to the Kuala Lumpur metropolitan's people and also to the tourist. It is most significantly known for its variety of food offered by the hawkers. The site is strategically located with a ribbon of emporiums, supermarkets, garment and luggage stores and coffeeshops along Jalan Tuanku Abdul Rahman. In addition, as a result of minibus and stage bus-stops are located along this road, the area gets densily populated at all the time and seasons. The mechanism which generates this pedestrian flow is indeed due to the existing Chow Kit market. This result in the agglomeration of hawkers around the premises. They do so because each one wants to locate in that position where the most people are. Thus it is like a nucleus which keeps growing without realising the existing environment which demand changes due to its impact on the visual and aesthetic urban image. tje whole precinct is in an unhygienic condition, especially the Chow Kit market. Its existent also create the frequency of heavy vehicles and trucks servicing the premises with the impact of noise and smell of the activity. Additionally, this environment enhances the street hawkers activities around the premises, whom being operating their business in haphazard manner. Thus realising the fact, there is an urgent meed to redeveloped this site, especially the Chow Kit market, to benefit the people, local authority and the street hawkers of the precinct. The criteria for site selection is based on two reasons; (1) An immediate urban renewal development is needed to improve, to control and to redevelop this neglected precinct, to create a whole new urban image; (2) A comprehensive 'Action plan' is being under preparation by City Hall, whereby the Urban Development Authority (UDA) is undertaking the developments programme. The existing Chow Kit market shall be demolished and proposed a dry market-cum-bargain centre for the traders. Thus urban renewal can be a creative mechanism for the economic strengthening and beautification of declining or otherwise neglected sections of cities. It can rebuild downtown areas and create new opportunities for private commercial gain and higher assessed valuations. Urban renewal procedures have been used for upgrading Central Planning Areas in Kuala Lumpur, restoring central urban lands to modern commercial uses and rehabilitating whole areas of deterioration. Thus, urban renewal permits comprehensive approaches to the transformation of urban areas that can be used in a variety of ways beneficial to the public as a whole.
