Educators will be pleased with this very readable, not overly technical discussion of global telecommunications. Undergraduate students will especially benefit from the book's emphases on technology, administration, and policies that are fundamental, yet far-reaching in their importance. This reviewer was especially impressed with the author's focus on the different cultural and political perspectives that are brought to bear on the evolution of global telecommunications throughout the world, both in developed and lesser developed countries. There is a discussion of major institutions responsible for the global management of telecommunications such as the ITU and INTELSAT, of global satellite organizations, of ISDN and HDTV, and of standards and tariffs. The appendix lists and briefly describes organizations concerned with the development of international standards for global telecommunications. The bibliography is long and relatively recent. Recommended for undergraduate students of all levels, preprofessional students, and practitioners who wish to gain further insight into the international dimensions of this growing technological resource.
