Abstract:
The development of high-rise buildings is a common phenomenon of every growing city. Malaysia is not an exception and its capital city, Kuala Lumpur has a notable concentration of high-rise buildings since the 1960s. This dissertation is a study on the provisions for fire protection and fire insurance coverage of high-rise buildings in Malaysia, with particular emphasis on Kuala Lumpur city. The study is approached from the view points of a Property valuer and Property Manager. It also attempts, generally, to look at the roles of the Fire Services Department, the Developer, the Property Owner, Property Manager and the development team. The study traces the historical development of high-rise buildings in the country, including the changing trends towards modern designs and new construction technology. The legal aspects and the functions of the fire Service Department are then briefly discussed whereas fire insurance provisions, its related valuation principles and management of high-rise properties in relation to fire protection are the study's main focus. Finally, a case study has been carried out on a certain high-rise building which was the subject of a major fire a few years ago. The conclusion summaries the findings of this study and offers a few suggestions for remedy.
