Abstract:
The project is structured on the following lines. Chapter Two examines the policies of the Second and Third Malaysia Plan which has an effect on the housing policy and therefore determines the amount of finance needed. It also examines what have and have not been achieved in the second Malaysia Plan and the reasons for the non-achievement of the policies. Chapter Three discusses on the availability of finance in the public sector. It touches on the policies and the amount granted by the public sector. Chapter four is somewhat similar to Chapter Three but it is on the supply of finance in the privvate sector. It also studies on the policies set by the various finance institutions and outlines briefly as what are expected by the finance institutions from the individuals and developers. Chapter five discusses in detail what are the loan procedures. It studies from the time the loan application is made until the loan is fully released. It studies on both aspects, i.e. on the finance institution and the individual/developer. Appendix I and II to Chapter Five examines on how the repayment is being calculated and whether the income of the individual is adequate to cover the amount of repayment respectively. Chapter Six discusses on several alternative ways of classifying schemes and policies that could make the purchase of mortgage easier and there-fore could further the aim of extending home ownership. Finally, Chapter Seven summarises the main conclusions of the project as a whole.
