Abstract:
The 'Pasar Budaya' project is made up of 3 phases :- Phase 1 - Central Market; Phase 2 - Central Square; Phase 3 - Proposed Central Court. The Central Market was conceived for conservation and adaptive re-use with the specific aim of development as a centre to cater for the social need os the Malaysian community and visitors from abroad. Central Market has been successful in showcasing, reviving and at times perpetuating the traditional performing arts and crafts of Malaysia; so much so that KL-lites even affectionately refer to the Market as the 'Cultural Heart' of Kuala Lumpur. Central Market managemen's objective is to create:- a place to revive and to preserve our tradisional cultural heritate; - a place which offers cultural activities as well as commercial activities to attract as many visitors as possible; - a place for passive recreation; - a meeting or congregation place for the city's community. Cenral Square is made up of 4 old shophouses (cityside) which have been restored and a modern block (riverside) with an extremely colourful exterior. Apart from the shops and food outlets, it boasts of having a cineplex and a discotheque in the near future. Its is perceived as the entertainment section of the Cebtral Market package. This thesis attempts to design Central Court; the thirs as well as the final phase for Central Market Sdn. Bhd. The philosophy of the Cebntral Market Development is to develop urban shopping facilities that cater to the entire spectrum of the society. Being the last infill project of the Central Market Development, the proposed development will embrace the philosophy by filling up the niches that are not catered to in the Central Market and Central Square. Central Market and Central Square have already successfully play their roles but a survey done shows that 38% of the visitors are low to medium income earners, 31% are students and the rest are tourists, unemployed people and others. Only a handful are from the upper income earners group. Thus, the new development is expected to fill the niche that caters to the medium to the upper income group and more specialised sectors of the society e.g. young professionals. Central Market should be able to be appreciated by people from all walks of life; a place that could be shared by all. Within the above emphasism, the mixed-use development programme should cater for a middle range of brand names, lpcal designer boutiques and specialised ethnic restaurants. With these facilities made available, it is hoped that a more varied group of people would frequent the place. The thesis is carried out in an analytical approach whereby it is vital to understand and synthesize the physical content of the urban area,and the needs of people in this area by analysing clues from:- - site historical development; - immediate site context; - daily behavioural patern of space-users. The proposed activities and design are intended to enhance the role and character of the area, enrich spatial experience and sense of place. The major elements of the design thesis consist of a square, an urban wall and a tower. A square is created and this forms a node in the area. It is the place where people could spill out to, interact, see others and be seen by them etc. It inifies the area and becomes an exension of Central Market's life and ambience. The urban wall strengthens the edge along Jalan Hang Kasturi, thus clearly defining the district boundary. This too provide continuity to the character of the particular urban fabric and becomes a buffer from traffic. The urban wall becomes a spatial skin that wraps around the square to form an enclosure. Tht tower plays and important role in the city's serial vision. It gives direction and sequence to the perception of place and image as well as the relationship of object and movement. It also visually links to the National Mosque's minaret, thus connecting the serial vision of a node of another. From the macro site analysis, it can be concluded that the Central Market area is well established in all aspects; historical, physical context, activities and general amenities. Therefore, it is hoped Central Court can fully express its role as a public, cultural and recreational centre which creates the necessary setting, activities as a node in the heasrt of the city.
