BACKGROUND OF STUDY : My intention in doing this thesis is to learn more about human values in Architecture. Therefore environment and human behaviour become a subject of interest in this thesis. The issue : 'The Problems of Children Development' ; Currently are problems of children's development are being highlighted, as major sosial problem in our Country. The issue showed 'Little value and been ingrained into our children in the past, and that their development had been neglected'. In solving these problems, the Goverrnment has introduced a new concept in education: "Learning Through Experiance" This concept is based on ; (1) The research and study done by our local experts on children development, involving some of the government agencies; 92) The philosophy suggested by Jean Peiget a Swiss children cognative development resesearcher. (3) Mantossuary concept o children development by Mantossuary ; an Italian children development expert. Some of the disadvantages in this new concept are : # the need of a fulltime guidance; # the need of a trained minder; # the need of a good environment for stimulation. The problems are : there are many mothrs who have to leave their house while they perform their other duties. The Community's organizational system is not properly planned. It is difficult to educate the parents. Our perception on environment is still backward and confusing. 1.3 Solution : it is suggested that in tryping to solve these problems, the old traditional Kampung Cooperative system should be brought back into the community. Together the people in a developing community will be able to think of how to solve the community's problem thereby providing a better environment for development of their children. For this Thesis the subject of study will be recommended to U.T.M. for the proposed 'U.T.M. Day Care Centre', to cater for the children of U.T.M. academic staff and workers. 1.4. Reasons for giving priority to U.T.M.: (1) The Campus children should have a potential for growing intelligently; (2) The need for the facility in U.T.M.; (3) The great number of ladies involved in the academic and administrative activities; (4) Most of the educated ladies are currently very concerned about their children's development, thereby adversely effecting their academic performances; (5) By suggesting this facility to U.T.M. a solution is found to the staff's social problem.
