Abstract:
The development of industrial activities in Penang had taken place in the early sixties. However, the involvement by the State Government was largely due after the loss of its free port status and in order to bring back its economic prosperity, which was highly dependant on trade from its free port status, the State Government had embarked on the plan through its industrialization programme. It was in Province Wellesly that first received Government industrialization efforts, which started in Mak Mandin and later, when the site was fully developed in Prai Industrial Estate. The aim was geared towards restructuring of society and improving the level of state economy. It is also aimed to achieve a more balanced regional industrial growth would lead to increase in the employment opportunities for the people in the State of Penang and to increase in the property value in the less developed areas. In the light of the above, the writer has selected this topic - A study on development of Mak Mandin and Prai Industrial Estates and its effects on property values - of which the main objective is to identify the development of industrial estates i.e. Mak Mandin and Prai, that had resulted the gradual changes in the pattern of land use and property value in the study area. The writer has to focus the study area, as shown in Map 1, which the writer feels that could be a reasonable size to explain and show some changes that had happened and would likely to happen as the industrial estate progresses. The study evolves on the historical and economic development of Province Wellesley in general together with the perspective of prai and Mak Mandin Industrial Estates in particular. These will include the general background of the industrial estates concerned and reasons for the selection of its location. Apart from that, the study also include the factors that are consistent and important, which had given rise to the development of industrial estates. These are factors of services, transportation facilities, population and labour forces, and government policies laid down, which the writer feels of great important towards the promoting of industrial development in Province Wellesley. Despite the development of industrial estates, the writer had also studied the effects attributed from industrial development, which particular reference to the study area, in respect of its pattern of land use and property value. Lastly, conclusions are forwarded in justifying the topic selected as to what extent, the development of industrial activities in Mak Mandin and Prai Complex, that had resulted the gradual changes in land use and property value within the study area in particular and the structure of State economy in general.
