Planning and control or Development control are concomitant. Thus in Chapter I, the following are included as introduction i.e. the meaning of planning, the needs and importance of it and then an introduction to Development Control. In Chapter II, it gives a wider perspective of Development Control in terms of Scope, Procedure, Tools and also the various parties involved in the process of control. Both chapter I and II are merely general concepts of Planning and Development Control. The practical aspects of it in our Malaysian Context is expounded in Chapter III by means of a case-study of the department of Town and Country Planning in Selangor. Some of the weakness and limitations of the Department have been revealed and proposals are made at the conclusion of each section. Section 3.5 and 3.6 involve studies of the processing of an application for planning permission for a housing scheme at both the state and local level (the Municipality of Petaling Jaya). Some of the weaknesses of the Municipality have also been revealed and proposals are made at the conclusion of that section (i.e. Section 3.6.1.) The Town and Country Planning Act Provides a comprehensive system of control. Through comprehensive, it is not without weaknesses and limitations and especially being a copy-cated version of the British Town and Country Planning Act of 1968. Thus proper studies have to be made to adapt it to our Malaysian situation. As a result an attempt is made in chapter IV to study and to reveal its weaknesses, limitations and problems which would then be weighed against its advantages. After due consideration of the advantages and weaknesses of the Town and Country Planning Act, the last chapter (Chapter V) is on proposal for the implementation of the Act as a better system of control.
