This fifth annual report continues the format of previous editions. A major contribution of these reports is their detailed, objective analyses of governmental agencies responsible for the environment and for conservation--information not readily available elsewhere. This report provides an illuminating insight into the US Army Corps of Engineers, and also includes other important topics: a balanced discussion of Western water rights and their impact on wildlife; reviews of old growth forest and its exploitation in the Pacific Northwest; range management (or lack thereof) on Western public lands; nongame migratory bird conservation; the fate of southeastern coastal wetlands; and global warming. The report calls attention to a disturbing problem not receiving sufficient attention, that of the discarded catch in commercial marine fisheries, which includes both endangered species and the young of commercial species. The volume further discusses individual species, including the monarch butterfly, the humpbacked whale, the marbled murrelet, and the ocelot. These reports are a major source of current environmental information and are an essential addition to the conservation and environmental library. All levels. -R. L. Smith, West Virginia University
